While entertaining this ocean only world isn't legit for one very big reason - strongholds don't generate. If you select any, ANY, ocean biome as your single biome in the 'more world options' tab, you will find that there are no strongholds. You can't even throw eyes of ender. There are several other issues but this is the biggest one.

I think crossbows range is worse than a regular bows range but crossbows are definitely more accurate.
